Judging expertise
Every entry is considered from three professional perspectives, with a separate chair responsible for the final decision.

Product and evidence
Does the evidence support what the product claims to do? This reviewer considers the product’s purpose, the quality and relevance of studies or performance reports, and whether the findings apply to the entered formulation, model or software. Differences between the tested and submitted product need a clear explanation.
Human factors and use
Can the intended users carry out the important tasks? This reviewer considers setup, operation, interpretation, errors and continued use. They examine evidence about assistance, learning, physical effort and the burden of maintenance or consumables.
Information and inclusion
Do people have the information and support they need? This reviewer considers instructions, warnings, explanations of results and accessibility. The review looks at the abilities and needs of intended users and whether important exclusions are made clear.
The chair
The chair considers the independent assessments, examines differences and records the final reasons against every criterion. The chair is not one of the three initial reviewers. Where a material question needs further specialist judgement, an additional opinion is obtained.
Matching expertise to an entry
Appointments take account of the product, supporting methods and users described in the application. Relevant professional experience, confidentiality commitments and declared interests are recorded before assignment. The reviewer code sets out the responsibilities attached to the role.
