Award guidance

Conflicts policy

Relevant relationships must be considered for each assignment before private evidence is accessed.

What to disclose

Relationship Information needed
Employment or consultancy Organisation, role, dates and product connection
Investment, licensing or paid advice Nature of the interest and parties involved
Research funding Source, relevant work and current connection
Close personal relationship or dispute Relevant person or organisation and the connection
Direct competitive interest Product or market relationship
Other IAHPM award work Programme, applicant or product and involvement

Declaration and review

Declare the relationship for the particular assignment; a biography alone is insufficient. An unconflicted programme authority considers borderline cases and records the reasons for clearance or recusal. Update the declaration when new information emerges.

Recusal and replacement

A direct financial interest, current applicant relationship or other material conflict requires replacement. Private access remains blocked until clearance. A replacement must preserve the professional role needed for the assessment; the chair remains separate from the initial reviewers.

Decisions and appeals

A conflicted person cannot score, moderate, sign or decide an appeal on the case. Appeal decision-makers must not have made the original decision. Prior access and professional connections are considered when assigning the work.

Reporting an undisclosed relationship

Give the case or award reference, relevant parties and facts supporting the concern. Declarations, clearances, recusals and assignment changes remain with the case record.
